Bureaucrats are to be bound by the principles of Integrity, Neutrality and Accountability while performing their duties. But, now there is a growing nexus between the bureaucrats and the politicians, and bureaucrats are often involved in partisan politics, by leaning towards one or other party, violating these principles of neutrality, integrity and accountability.
So, there is an urgent need to reform bureaucracy by de-linking bureaucracy from politics. The government’s recent decision to create new cadre allocation policy is move on this lines. Under this new cadre allocation policy, the officers will have to choose their respective cadre from among the five zones. This new policy tries to ensure National Integration by posting the bureaucrats in different parts of the country, by making the officers to come out of their home states and serve elsewhere. This can de-link these officers from the local politics of their home states and can perform their duties without outside influence from the local politicians, leaders, relatives and friends, by ensuring the principle of neutrality and putting a check on nepotism.
But, this reform itself does’nt completely address the malice in the services. This is because as per the new policy, an officer opts for a zone in which his home state lies and inturn in the zone her/his home state. So, there is more chance for the officer to get his preferred state as his cadre. So, this reform only addresses the malice in bureaucracy to a certain extent and not completely. So, this reform along with some other reforms in bureaucracy such as fixed tenure for officers as recommended by many committees on Administrative reforms are to be made to address the growing malices in Bureaucracy.
