Note making is a must-have practice in the UPSC Exam preparation process.
The UPSC aspirants claim the following steps for note making:

Read and comprise the syllabus.
The important things are illustrated when first reading.
Then, start making notes while reading for the second time,
This helps you to comprehend the important points and for revision.
Make sure that your notes are crisp and clear.
Flow charts and hierarchy charts helps to revise the concept easily
Inshort, the notes should be a snapshot of the syllabus.

Every year preliminary exam is scheduled between the month of June and August, so the preparation should be for both prelims and mains exam till the month of January of the year.

From February to May, it is advised to focus only on prelims.

Immediately after prelims, it is recommended to start for Mains Exam preparation with detailed study and answer writing sessions.

On the other hand, you can take guidance from a reputed coaching center.

To the best of my knowledge, you can approach a good IAS Academy who will mentor you in the whole process.
